Parliamentary Commissions Debate 2012 Projections

THE 12 permanent commissions of the National Assembly of People's Power have initiated their discussions on the draft economic plan and budget for 2012 in their areas of competence.

According to the parliamentary agenda, on December 21 and 22, the working groups will base their discussions on the agreements of the 6th Congress of the Communist Party of Cuba in relation to the updating of the country’s economic model.

In addition to the plans for next year, they are to address issues of interest to the population in the context of this updating and the detection of problems by the deputies themselves or their electors.

The Economic Affairs Commission is to consider measures related to the amplification and regulation of the self-employed sector, the replacement of imports and the promotion of exports.

The group responsible for Constitutional and Legal Affairs is to address the situation of idle land granted in usufruct and regulations for the ownership transfer of motor vehicles and houses.

The Food and Agriculture Commission’s agenda is likewise an important one, with debates focusing on productive efficiency and the contribution of science to Cuba’s food security.

The two sessions of the permanent commissions and their approximately 400 legislators precede reports from institutions on December 22 and 23, and the 8th Ordinary Session of the National Assembly, convened for December 23.

Dr. Jorge Balseiro Estevez is Director of the University Hospital of Psychiatry in the city of Camaguey, Cuba. He is a specialist in psychiatry and health administration and Auxiliary Professor of Medical Sciences at the university. He is a member of the Henry Reeve Cuban Internationalist Medical Brigade1 and a director of the Brigade’s field hospital in the city of Leogâne, Haiti. Leogane was the epicentre of the earthquake of January 12, 2010.

From October 13 to November 6, Cuban doctor Jorge Tomas Balseiro Estevez toured 14 cities across Canada and Quebec informing of Cuba's humanitarian internationalism around the world and especially in Haiti, where he was posted following the January 2010 earthquake. He was accompanied by Sandra Ramirez Rodriguez, a representative of the Cuban Institute for Friendship with the Peoples (ICAP). During the tour, Dr. Balseiro spoke with people from all walks of life, including youth and students, workers and medical professionals about Cuba's work in Haiti and the spirit that guides it. Wherever he spoke, Dr. Balseiro was received with great enthusiasm and people expressed their appreciation and respect for Cuba's work internationally. He was given an especially warm reception by members of the Haitian diaspora who conveyed their profound appreciation for Cuba's assistance to their homeland.


Cuban Doctor on Canada Wide Tour to Speak on Cuba's Humanitarian Medical Mission

From October 13 to November 6, 2011 Dr. Jorge Tomas Balseiro Estevez, a member of Cuba's medical internationalist mission to Haiti, will speak in more than a dozen cities from Halifax to Victoria. 

Dr. Balseiro exemplifies Cuba's extensive and unprecedented solidarity with the peoples of the world, illustrating what can be achieved when self-serving interests do not direct the aid provided.

Dr. Balseiro has extensive experience in Cuba's many medical internationalist missions across the globe. From 1988-89, he worked as Director of the Cuban civilian Hospital in the Republic of Angola. In 2004-2006 he worked as a clinical psychiatrist in the Georgetown Public Hospital Corporation of the Republic of Guyana.

In 2008 as a member of the Henry Reeve Brigade in Haiti, he was director of the Hospital de Campana de Leogane. In the immediate aftermath of the earthquake that struck Haiti in January 2010, Dr. Balseiro worked extensively with Cuban technical and medical personnel giving emergency aid. They were soon joined by the arrival of a group of more than 50 Latin American doctors, trained at the Latin American School of Medicine in Cuba. Dr. Balseiro also participated in rescue missions of hurricanes Ike and Paloma in his own country in 2008.

Dr. Balseiro was Provincial Director of Public Health of the Province of Camaguey, Cuba from 2000 to 2003. Currently, he is the Director of the University Psychiatric Hospital of Camaguey. Dr. Balseiro has authored numerous articles on mental health issues that have appeared in a variety Cuban and international magazines. He trained internationally in Hungary, Mexico, Guyana and in Cuba in different topics of mental health and mental health and disasters.

Dr. Balseiro is 55 years old and speaks Spanish and English. 

The tour is organized by the Canadian Network on Cuba (CNC). CNC spokesperson Isaac Saney says Dr. Balseiro's work and service illustrate Cuba's collective commitment to building and strengthening genuine ties of friendship and solidarity among the world's peoples, of which Cuba's medical mission in Haiti is distinctive

"Cuba's medical internationalist mission in Haiti is a profound challenge to those who argue that relations among the world's nations and peoples are - and can only be - determined by self-interest, the pursuit of power and wealth," Saney points out. "Cuba provides the example that it is possible to build relations based on genuine solidarity and social justice: demonstrating the positive alternatives which permit people to realize their deepest aspirations, and that another better world is possible," he said.

The 35th anniversary of Cubana bombing tragedy off Barbados

THURSDAY will mark the 35th anniversary of the horrific bombing of a Cubana passenger aircraft off Barbados that killed all 73 people on board in what has been documented as the single worst human tragedy in the history of the Caribbean region to result from international terrorism linked to anti-Cuba operatives trained by the US Central Intelligence Agency (CIA). The government of Cuba and its embassies in Barbados and Guyana will have varying activities to commemorate the victims of that unprecedented crime in Caribbean air space in which the collaborators involved those who had boarded the Cubana flight at Piarco International Airport in Trinidad and Tobago.

Eight minutes later the joy and laughter of a group of young athletes came to an end when a terrible explosion practically broke the Cubana DC-8 airliner in half and the odyssey of the Barbados Crime began in Flight 455.

Tomorrow, all across Canada, upwards of a million Canadians will participate in the Terry Fox Run, as they have done since Sept. 13, 1981. Now, 30 years later, runs are held in many nations at various times of the year.


U.S. economic damage to Cuba amount to $975 billion

THE damages caused by the U.S. economic, commercial and financial blockade of Cuba totaled $975 billion through December 2010, stated Deputy Foreign Minister Abelardo Moreno on September 14.

During a press conference at the Ministry of Foreign Affairs for the presentation of Cuba’s report to the UN General Assembly on Resolution 63/7 on the need to end this policy, Moreno explained that the figure takes into account the depreciation suffered by the dollar in relation to the price of gold on the international market since 1961, which was very high in 2010.


Assembly of First Nations Honours Miguel Alfonso Martinez, Cuban Specialist on Rights of Indigenous Peoples

In a moving ceremony 12 July 2011, during its 32nd Annual Assembly in Moncton NB, the Assembly of First Nations conferred the inaugural Treaty Rights Recognition award on the late Miguel Alfonso Martinez.

In presenting the award, National Chief Shawn Atleo underscored the invaluable contribution made by Miguel Alfonso to the defence of the rights of indigenous peoples around the globe, particularly the affirmation of rights established under various treaties. National Chief Atleo further outlined the profound respect and esteem with which Mr. Alfonso was held by indigenous peoples across the world. A Mi'kmaq elder then performed a song written in Mi'kmaq to specifically honour the memory and contribution of Mr. Alfonso. In receiving the award on behalf of her late husband, Portia Sigelbaum emphasized Mr. Alfonso's dedication to the cause of indigenous peoples, describing his many journeys around the world to talk directly to communities, including those in the Canadian north.

Miguel Alfonso Martinez (b. Havana, 16 May 1935; d. 1 Feb 2010) was an outstanding diplomat, lawyer and academic, serving in various capacities in the Cuban Ministry of Foreign Affairs and representing Cuba at numerous international meetings and acting as the Ministry's spokesperson during 1994-97. As one of Cuba's most prominent diplomats he was recognized as a foremost specialist on human rights. In particular, he enjoyed international acclaim for his work on the rights of indigenous peoples. As United Nations Special Rapporteur for the Study on Treaties, Agreements and Constructive Arrangements between States and Indigenous Peoples, Chair of the UN Working Group on Indigenous Populations, and as First Chairman of the Advisory Committee to the UN Human Rights Council, he made an indelible contribution to the struggle of indigenous peoples to realize their rights.

Victory at US-Canada Border for Caravan to Cuba!

On Sunday July 3rd 2011, on the West Coast of Canada and the United States, the 22nd Pastors for Peace Caravan to Cuba successfully crossed its first frontier in challenging the US blockade on Cuba! Despite the attempts by US Customs to prevent a van load of humanitarian aid, including medical supplies and bicycles, to cross the US border, the aid and seven Caravanistas successfully crossed the border in to Washington State!

Cuba is Strengthening its Economic Base for Development of the Country

On May 6, the Canadian Cuban Friendship Association of Windsor held a public meeting on Socialism in 21st Century Cuba addressed by Jorge Soberón, Consul General of the Cuban Consulate in Toronto. The event was organized as part of the Mayworks Project in Windsor and brought together a diverse audience made up of workers, students, artists, journalists and members of the Cuba solidarity movement. The meeting was hosted by Artcite, Windsor's artist-run centre and an important hub of the Mayworks project.

THE Cuban Revolution has been the object of hundreds of disinformation campaigns, usually orchestrated by the U.S. government with the complicity of European allies in conjunction with the powerful forces and interests which control the corporate media. 50th Anniversary of Historic Cuban Victory at Playa Giron:
A New Era in the Americas




On April 17, 1961 more than 1,400 United States CIA-trained and led mercenaries launched an invasion of Cuba at Playa Giron (also known as the Bay of Pigs), located in the south-central region of the island. Spearheaded by the notorious Brigade 2506, comprised of henchmen of the former U.S. backed dictator Fulgencio Batista, terrorists and deposed rich landowners, the aim of the invasion was to overthrow the young revolution that had, scarcely more than two years previously, triumphed on January 1st, 1959.

Under the CIA’s Plan Pluto, the invaders’ objective was to establish a beachhead, fly in representatives from the Cuban-exile community in Miami, and then declare that a new "provisional government" had been constituted. This “provisional government” would then request that the United States intervene militarily in Cuba.

These plans came to nothing.

Within three days the Cuban people comprehensively defeated the invaders, shattering the myth of U.S. invincibility. The defeat of this brazen act of war represented the first defeat of U.S. imperialism in Latin America.

On April 16, the day before the invasion, in Havana a solemn ceremony was held for those who had been killed on April 15 during bombing by U.S. aircraft. Cuban leader Fidel Castro declared the socialist character of the Cuban Revolution, proclaiming that the Cuban people had created a revolution “of the humble, by the humble, for the humble. And for this revolution of the humble, by the humble, for the humble, we are ready to give our lives.”

The proclamation of the socialist character of the Cuban Revolution and the defeat of the CIA-mercenary invasion declared before the world that Cuba would never return to the ignominy of imperialist domination, but instead had firmly placed the Cuban nation in the hands of its people, who would build, as Cuba's national hero José Martí envisioned, a society “with all and for all.”

In the fifty years that have passed, the people of Cuba have resolutely resisted and withstood the relentless efforts of Washington to destroy their Revolution and re-impose U.S. tutelage.

On the occasion of the 50th Anniversary of this historic victory, which opened up a new era in the Americas, the Canadian Network On Cuba extends its warmest and heartfelt greetings to the people of Cuba. We continue our efforts in friendship and solidarity with the Cuban people, for the end to the US Blockade and for justice for the Five Cuban heroes imprisoned in US jails.

In the presence of General of the Army Raúl Castro, the People’s Parade marking the 50th anniversary of the proclamation of the socialist nature of the Cuban Revolution and the military victory at the Bay of Pigs has begun.

Tens of thousands of young people, symbols of the new generations of Cubans and the guarantee of the continuity of the Revolution, are marching across the José Martí Plaza de la Revolución.

From April 16-19, 2011 the Communist Party of Cuba is meeting to consolidate the task of improving and perfecting the country's socialist system. More than 1,000 delegates were elected across the island to participate in these deliberations. At the centre of the 6th Congress will be discussion and debate of the public document Economic and Social Policy Guidelines of the Draft Party Program.

From December 1, 2010 to February 28, 2011, this document was discussed and debated by more than eight million Cubans in more than 163,000 meetings.

The Canadian Network On Cuba (CNC) vigorously denounces the grotesque acquittal of the terrorist Luis Posada Carriles on charges of perjury and immigration fraud in El Paso, Texas.

Posada Carriles was acquitted of lying about his terrorist past. This verdict not only flies in the face of overwhelming evidence, but also aims to legitimize the more than 50-years of U.S. aggression against Cuba.

Since the triumph of the Cuban Revolution in 1959 Washington has waged an unceasing assault, both military and economic, against the Cuban people, organizing an invasion, assassinations, terrorist attacks against civilians and systematic economic sabotage.

Posada Carriles has been an integral part of this war against Cuba.

Declassified CIA and FBI documents minutely detail the guilt of Posada Carriles, along with others given safe haven in the U.S. These documents also clearly establish Washington's complicity and guiding hand in these crimes.

Posada Carriles organized dozens of terrorist acts. It is a terrorist history that extends over five decades.

They include the 1976 bombing of a civilian Cuban airliner that claimed the lives of 73 people and the 1997 Havana hotel bombings, which claimed the life of Fabio Di Celmo, a young Montrealer of Italian origin. Posada Carriles is also implicated in several terrorist attacks in the cities of Montreal and Ottawa in the 1960's and 1970's. Moreover, as a central figure in the CIA's Operation Condor, he was an active participant in numerous crimes, terrorist acts and massive violations of human rights throughout Latin America.

The CNC vigorously condemns the travesty of justice that allows Luis Posada Carriles to walk free. The CNC calls on the Canadian government to take a principled stand and request the US government to fulfill its obligations under international law. Canada should not only defend its own victims of Posada Carriles' acts such as Fabio Di Celmo, but also see that the U.S. upholds Venezuela's extradition request so that he can be held to account in that country for the many crimes and terrorist acts he committed there.

When it comes to terrorism, the CNC does not accept double standards. One man's terrorist IS NOT another man's freedom fighter. Posada Carriles is a terrorist and he should be brought to justice.

The attitude of the United States is totally self-serving and immoral. How can well-established illegal acts be declared legal by a Texas Court? It is self-serving activity, which also causes damage to the safety and security of all, besides undermining the international rule of law and the rule of law within the United States itself.

The CNC clearly states that despite this unacceptable decision, it is convinced justice will prevail in the end. Humanity does not accept a state of affairs where well-established criminals and depraved individuals such as Posada Carriles can walk free, while those who defend their people from terrorist attacks such as the five Cuban heroes are held in U.S. prisons convicted on trumped up charges.

Jimmy Carter Describes his Cuba Visit

HAVANA TIMES, April 4 — Ex-president James Carter said he would report to the Obama administration on his recent three day trip to Cuba. Now he issued a public report on his time in Havana as a guest of the Cuban government.

Trip Report by Former U.S. President Jimmy Carter

At the invitation of President Raul Castro, Rosalynn and I visited Havana (March 28-30, 2011) on behalf of The Carter Center, accompanied by John Hardman, Jennifer McCoy, Robert Pastor, Melissa Montgomery, John Moores, and Diane Rosenberg.

The goals of our trip were to:

  1. Become acquainted with President Raul Castro and to ascertain his immediate and long-term goals for Cuba. The Party Congress will convene in April (on the 50th anniversary of the Bay of Pigs) and Cubans will adopt plans for economic and social reforms;
     

  2. Explore ideas on how United States-Cuba relations might be improved;
     

  3. Visit with key players in government and independent sectors; and
     

  4. Learn as much as possible about the cases of the Cuban Five prisoners in the U.S. and Alan Gross in Cuba.

Prior to the trip I had conversations with Secretary of State Clinton, National Security Advisor Donilon, and Judy Gross.

Leonard Weinglass Passes On:
His Memory and Legacy Endures

It was with a deep sense of loss that the Canadian Network On Cuba heard that Leonard Weinglass had passed away on March 23rd.

He was an indefatigable fighter for social justice and freedom.  To these struggles he wholeheartedly devoted his considerable legal acumen and energies. Over the last few years, he was was focused on winning the freedom of the Five Cuban Heroes, who were unjustly imprisoned in the United States since 1998 for defending Cuba from terrorist attacks.  His contributions to this fight and others were invaluable. 

Reproduced below are a few of the numerous tributes that have been made to honour his memory and legacy.

In memory of Leonard Weinglass

Not that long ago Len came to visit me and we worked for several hours preparing for the next step of my appeal. I noticed at the time that he was tired. I was worried with his advanced age that he was driving alone after a long trip from New York. The weather was bad and the roads from the airport up to Victorville wind through the mountains surrounding the high desert. I mentioned my concern to him but he did not pay it any attention. That was the way he was, nothing stopped him.

When we would meet the same thing would always happen. At some point in our conversation, while listening to him talk, my mind would separate from his words and I would focus on the person. I would realize that here is this great man, the tremendous lawyer, the legendary fighter for justice, right here in front of me. I told him that I had seen images of him in documentaries on TV dedicating himself to important legal cases that he had participated in from a very young age. With pride I would tell people watching, "that is the lawyer of the Five". It did not matter how much I read or heard about Len I knew through his humility and modesty that there was a lot I still had to discover about this man who had dedicated his life to his profession.

Len always insisted that our case, like the others that he had dedicated lots of his time to, was essentially a political one. He cautioned us from the start that this struggle would be long and difficult. His experience with the "system" had taught him that. For our part, beyond the professional relationship we had, we always thought of him as one compañero in the battle for justice.

Len leaves us at an important moment, but he leaves us prepared to carry on the path. On more than one occasion he expressed his admiration and respect for the other lawyers on our legal team, and I think that he has left confident that our case is in good hands.

Like other people, who during these years have accompanied us in our struggle to make justice prevail, he will not be with us to see the inevitable triumph. We are confident that day will arrive and to Len, and to all the others, we will pay them a well deserved tribute in our homeland.

On behalf of the Cuban Five, and our families, and from the millions of Cubans, and brothers and sisters from all over the world who trusted and admired him, we send our most sincere condolences to Len's family and friends.
